A cutting-edge safety concept: VGF expands the video system

Modernization

With over 2,500 employees, Verkehrsgesellschaft Frankfurt am Main (VGF), formed in 1996, is one of the biggest employers in the city and the entire Rhein-Main region. With 400 rail vehicles, the transportation service provider ensures comprehensive mobility on nine underground and ten tram lines. At peak times the VGF carries over 200 million passengers a year. To ensure their safety, it invested in a service and safety centre with an operations control system and integrated video and alarm technology for the soccer World Cup in 2006. Amended legislation on the critical infrastructure and new technological possibilities required modernization of the initial concept.

VGF invests in service and safety

The safer passengers feel, the more the system will be used. To enhance passengers’ feeling of safety and their acceptance, VGF initiated the project "Service and Safety – Renovation, Migration and Expansion" (in short: SuS–EME). The objective was to expand the existing video system and at the same time link threat identification with a modern operations control system. Cameras were to be directly linked to the emergency and information posts.

VGF awarded the general planning contract to Genius Technologie & Management Consulting GmbH. With the assistance of Genius, and following an EU invitation to tender, VGF subsequently contracted Hexagon as general contractor and supplier of the operations control system. vi2vi GmbH was the system integrator for renewal of the video system, which used over 380 Axis Communications IP cameras. System conversion started in early 2021.

Perfect cooperation between partners

During system conversion, VGF operations had to continue uninterrupted, and there were further restrictions on travel and contact due to the COVID-19 pandemic. Despite these complications, the project ran smoothly and was completed within the planned narrow time slot. A key factor in this success was the long-standing partnership between vi2vi GmbH and Axis Communications. Together with the necessary expertise on both sides, this ensured tight and solution-oriented communication at all times. The expanded and connected video system enables VGF to assess incidents better, respond faster, optimize operations management and enhance passenger safety in real time.

To enhance passenger safety and meet current statutory requirements, Verkehrsgesellschaft Frankfurt am Main (VGF) launched the project "Service and Safety – Renovation, Migration and Expansion" (Sus-EME) in 2017. The goal was not only to modernize the existing video system but to link threat identification with a powerful operations control system at the same time and directly connect cameras for this directly with the emergency and information posts.

VGF commissioned Genius Technologie & Management Consulting GmbH with general planning and project support, a planning office specializing in integrated operations centre and safety technology in the critical infrastructure environment. Following an EU invitation to tender, Hexagon was awarded the contract for the project in 2020, and commissioned vi2vi GmbH as the system integrator for renewal and expansion of the video system. vi2vi is an expert in connected video solutions and has been a partner of Axis Communications for almost 20 years. Based on this long cooperation the companies jointly developed a customized concept using over 380 IP cameras including additional hardware from Axis and video management software from Qognify.

"A key factor in the success of this complex task was definitely our long-standing partnership with Axis. Without the need for unfamiliar parties to get to know each other, we were able to start directly on developing an individual solution for VGF," is how Thomas Kunz, Managing Partner in vi2vi GmbH, summarizes the successful project launch.

Successful system conversion despite difficult conditions

System conversion work at VGF started in March 2021, and was strongly impacted by the effects of the COVID pandemic. Prevailing restrictions on travel and contact required a new and unconventional project management using online collaboration tools and videoconferencing. "In this project work acceptance was extremely unusual and different, as it took place entirely virtually for the first time, with all the procedures simulated and transmitted to participants in real time, Thomas Kunz explains. "The fact that everything went smoothly and on schedule despite this enormous challenge is primarily due to the commitment, smooth cooperation and communication of all those involved in the project."

Flexible, future-proof, modular

In all, 381 Axis Communications IP cameras were installed at tram stops, train stations and in buildings and stabling yards. These comprised 297 dome cameras in the AXIS Q35 series and 84 PTZ cameras om the AXIS P56 series with pan-tilt-zoom function. In addition, there were numerous Axis Communications encoders for migrating the initial analogue video system to an IP-based system. The cameras are directly linked with the individual components in the overall system, forming the central interface with the staff of the service and safety centre.

Powerful technology for efficient incident management

The incidents handled by the team at the VGF service and safety centre are in most cases reported by passengers over the emergency and information posts at the stations and tram stops. For VGF, this meant that a central concern was to create an overall solution with independent components and applications that communicate with each other over standardized interfaces. The newly-installed IP cameras are linked with the emergency and information posts through the individual components in the overall system: if there is an information or emergency call at a post, the neighbouring cameras automatically switch on, providing high-quality visual information on the environment. The staff at the centre receiving the call have an overall view of the local situation in real time. At the same time, the geoinformation system integrated in the operations control system shows them the exact position of the event on a map.

Open to the future

Even if crime cannot be completely prevented in future by modernizing and expanding the safety concept, VGF has achieved its goal with the project. It is able to act more effectively and assess situations better.

"There were many operational and statutory requirements for critical infrastructures and technical interfaces to be taken into account in this project. This meant the requirements for system planning were very demanding," says VGF project manager Felix Mueller. "The fact that everything went smoothly and on schedule despite the challenges set by the pandemic is due particularly to the high level of commitment and smooth cooperation of all those involved in the project. We had the feeling at all times that we were seeing a practised team at work, and we are very satisfied with the result.

Since final commissioning at the end of 2021, the video system has proved its value daily and also shown its flexibility." Thanks to the open architecture of the solution, VGF has been able to add other properties and more than 50 IP cameras to the video system above and beyond the original project. "In future expansion stages we expect a total of around 1,000 cameras in the medium term. Thanks to the open architecture, we are able to add new functions in future – for example, intelligent video analysis of passenger flows," Felix Mueller adds.
