The Villa El Salvador Municipality transformed itself into a smart city with the use of Axis technology including network cameras, intercoms, speakers, and analytics. The project reduced crime rates and increased resident safety.


Accelerated growth, smart solutions

Villa El Salvador Municipality, a coastal district in Lima, Peru, is home to approximately 432,000 inhabitants, making it one of the city’s most populous areas. To address rapid growth during the past decade and to ensure public safety, local authorities endeavored to transform the area into a smart city.

With the subsequent advances in digitalization, local authorities focused their district modernization efforts on acquiring urban security management technology that improves residential quality of life and protection.

Their goal was to enhance their security system while optimizing public resources. To implement the plan, Villa El Salvador issued a public invitation for bids, which was won by Tactical IT, a local company and Axis partner with extensive experience in integrating video surveillance systems for public safety. Tactical IT presented a tailored solution that the city deemed best suited to its needs.

Most notably, the municipality’s existing video management system could be easily integrated with new solutions allowing them to maximize the use of existing security infrastructure and reduce public investment costs.

Just the right decision

As the project deployment began, the Tactical IT team realized that the planned architecture and design had far-reaching potential to positively impact the municipality and its residents, going beyond just providing tools for responding to incidents and enabling urban management.

In response, the Villa El Salvador Municipality installed 30 cameras with facial recognition technology and another 20 with LPR analytics, enabling traffic and public safety authorities to monitor main roads, identify individuals or vehicles in case of suspicious activity, and recover stolen or lost transportation units.

Throughout the different phases of the project, a total of 400 network video cameras were required: 50 bullet cameras for video analytics, 150 with 360-degree panoramic vision, and 200 with pan-tilt-zoom (PTZ) capabilities. In addition to video devices, the project included an audio component for use as a public address system during emergencies. Authorities deployed 150 network speakers in strategic locations across the municipality to provide live and pre-recorded public safety instructions and emergency information. Additionally, 70 emergency call stations equipped with 2N intercoms were installed, allowing individuals to request assistance when needed or communicate directly with public safety personnel.

This innovative project was recognized as the first of its kind in Peru resulting in highly significant benefits for both the public administration and the community. According to recent statistics, the crime rate has decreased 29.2% and arrest rates have increased 35% adding to the sense of security felt among residents and visitors. The new security system enhances police work by delivering forensic data, enabling officers to take proactive measures to prevent incidents. Other results of integrating Axis solutions in Villa El Salvador Municipality include better security personnel training, faster emergency responses, and increased community confidence in technological security measures.

"The project had a positive impact directly on the community by providing additional security and protection capabilities. Axis solutions effectively monitor public spaces, residential areas, parks, shopping centers, and other important zones while protecting many people in potential risk situations. The community has seen a true commitment from local authorities to improving safety, strengthening bonds of trust and cooperation between residents and the district," added Mayor Guido Íñigo Peralta.

The future of a smart municipality

The project's success has inspired plans for future expansion, including adding more cameras and incorporating emerging technologies. This includes regular software updates and the integration of advanced data analytics to identify crime patterns and highlight areas needing enhanced security. These upgrades are expected to improve real-time situational awareness and significantly shorten investigation timelines, allowing for faster resolution of incidents and better overall public safety. Furthermore, insights gained from data analysis will inform non-technological initiatives, fostering continued collaboration between citizens and authorities and driving positive change throughout the municipality.
