Keeping the doors open amidst a health crisis

For the Secretary of Health of the state of Tabasco, the arrival of the COVID-19 pandemic reinforced the need for an upgraded network video surveillance system to ensure that they could safely continue normal operations and track traffic in and out.


Mission

The Secretary of Health in Tabasco, Mexico, is headquartered in a building that serves as the base of operation for more than 1200 administrative personnel. In addition to its employees, the Secretary of Health attracts hundreds of people every day who need to file paperwork or obtain information. 

Given the pandemic caused by COVID-19, the Secretary had to find a safe way to continue critical operations. Security personnel needed to control the flow of people in and out of the building and to register their contact information for contact tracing if an exposure was reported. Their existing analog CCTV system did not provide the quality images and easy search options that they required of a video surveillance system under such conditions.

Solution

The Secretary of Health turned to Axis partner, Radikal Systems, to design and install new Axis IP cameras to replace the obsolete analog system. The solution included Axis M-line products and AXIS Camera Station (ACS) video management software. In a series of design tests, Radikal Systems concluded that only 24 Axis network cameras were needed to replace the 60 analog devices. 

Result

With excellent coverage of all facilities, ideal video image quality, and fewer cameras, the new video surveillance system is now equipped to provide better service. The system can track the flow of people in and out of the building, identify incidents that may occur, and perform intelligent searches of video to reduce investigation times. 
With the new system in place, the Secretary of Health is ready to begin a second phase of the project, which includes the integration of video analytics to ensure compliance with health standards and to prevent contagion.

Commitment to innovation

The Secretary of Health in the state of Tabasco is composed of 17 divisions. Each division is responsible for governing the health sector jurisdictions in each municipality. It also has 625 medical units under its care, including community hospitals, health centers, specialty and general clinics.

Radikal Systems worked with the Secretary of Health to design a system to provide video monitoring of all key areas 24 hours a day regardless of light conditions.

Due to the excellent wide angle views and low light operation of the Axis M-line network cameras, the integrator was able to reduce the number of devices needed for deployment, from 60 analog cameras to 24 pan-tilt-zoom (PTZ) and mini dome cameras. The solution provides more versatility and better coverage.

An added value to the solution is the ability to intelligently track the stored video information. Rather than spending hours reviewing video in the old analog system for frequent recording requests, security personnel can now simply enter a time range to quickly capture images in a matter of minutes.

This has resulted in a reduction in the time spent on research that, as part of the protocols, must be carried out. It has become a force multiplier in that security personnel can now spend more time monitoring the facility rather than reviewing the material. 

The flexibility and practicality of AXIS Camera Station has improved efficiency by making easy work of managing and extracting the recorded video information for use in investigations.

The upgraded system has earned the trust of the Secretary of Health authorities and its ability to safeguard the collective well-being of its employees and the public it serves.

Jesús Santiago Sánchez, Director of the Technology Projects Area at the Secretary of Health, stated that “the new system has a broader vision, since it allows us to zoom in with greater definition of the images and cover a larger area of the facilities with fewer devices.”

Tilo Pérez García, Director of the Unit of Technologies of Information, is also a proponent of the system. “What we like most about the service of Axis is the technology reliability, not only with the devices, but with the guidance and technical support in the development of the project; the tested warranty and the possibility of adapting the system to new challenges without the need to change the infrastructure,” says García.

A next step

It is expected that the project will lead to the integration of two video analytics. The first video analytic would detect whether a person is wearing a mask and if it is being worn correctly. The second analytic would be capable to detecting the sound of a person coughing or sneezing. If either occurrence is detected, the system would trigger network speakers to broadcast a recorded message urging people to comply with health protocols to prevent the spread of the virus. At the same time, an alert would notify security personnel to respond to the detected risk.
